12 Characteristics of an Illegal Recruiter

The Philippine Overseas Employment Administration (POEA) is serious to end the bad endeavors of illegal recruiters. Just last week, POEA have terminated the licenses of two recruitment agencies due to excessive collection of placement fees in violation of the POEA rules and regulations.

To help jobseekers identify illegal recruiters, POEA lists down the characteristics of an illegal recruiter:

  1. An illegal recruiter would ask applicants to pay for placement fee and other fees without giving official receipts.
  1. An illegal recruiter would promise applicants to be deployed as soon as possible
  1. An illegal recruiter would require applicants to undergo medical examination even without being hired by an employer and no existing contract.
  1. Transactions are made in public places (restaurants, malls,) and not in their main office.
  1. There are illegal recruiters who go house to house to recruit applicants.
  1. Some illegal recruiters offer direct-hiring jobs without going to POEA for documentation.
  1. Offers tourist or visit visa to applicants instead of a working visa.
  1. Can’t provide legitimate employment contract or working visa.
  1. There are recruiters who claims that they are part of a POEA accredited agencies but can’t provide identification card.
  1. Recruiters who claimed that they are connected with  travel agencies or training centers.
  1. Asking applicants to recruit relatives or friends for faster deployment.
  1. Fixers outside POEA who promise applicants for faster processing of their application.

    Why agencies collecting higher placement if where going to abroad in taiwan. they will collect 100,000 peses. can you explain to me why is that happen?

     My agency is collecting one month equivalent of my salary(this is according to POEA) plus one thousand per documents of my authenticated documents (red ribbon)for stamping in saudi embassy,one thousand per red ribbon is according to POEA rule?

    beware of LIFELINE INTERNATIONAL PHILIPPINES,promising jobs in singapore,no interview done by employer ,immediately send you to medical clinic and ask excess money without issuing receipt(P3,100-while the actual payment for med is 2600,……

    My niece applied for housekeeper in Qatar, she was ask for a placement fee of triple amount than his salary. she was collected half of her asking placement fee even without contract made and ready visa on it. they said that those payment was for his processing of her visa. She was ask to undergo medical and attend the PIDOS in which as far as i know, attending pidos will happen if your papers are already completed and about to flight.
    Its almost two months now she still waiting for her visa as what the agency said.Do you think its the right way of hiring a worker? pls. give a comment and advice on it. thank you.
