POEA issued an advisory regarding some recruiters who are luring Filipino workers to work in Romania but would have to enter the country as tourists. The recruiters convince applicants by assuring them that a work permit will be issued upon arrival in Romania.

According to POEA, this is not possible because a tourist visa (short stay visa) in Romania is issued only through invitation and cannot be used for a longer stay. Foreign workers need to have the proper visa to be able to work and stay in Romania legally. To do this, a labor permit must be issued from the Romanian Immigration Office.
