The POEA has issued the list of licensed recruitment agencies that are authorized to recruit Filipino workers bound for Canada. The POEA’s government placement facility has no job offer for Canada thus they refer applicants to apply only with these agencies
The POEA said that some skilled and professional overseas Filipino Workers (OFWs) are needed in the provinces of Manitoba, Alberta and Saskatchewan. And they advised that the Canadian law requires no recruitment and placement fee for workers applying for jobs in these provinces. Read more

POEA as instructed by DOLE Secretary Arturo Brion ordered the immediate suspension of Memorandum Circular No. 4, Series of 2007 that has spawned active and various protests and criticisms from migrants and OFWs worldwide.
Documents of direct-hired OFWs will be processed via the method used before January 15, 2008 that does not require repatriation and performance bonds from employers.

The public is encouraged to report to the POEA any recruitment activity conducted by recruitment agencies with cancelled licenses and/or agencies that have been de-listed from the POEA roster for failure to renew their license and comply with the conditions for the grant of its license. To deal with the protests and negative criticisms against Memorandum Circular No. 4, approved on Dec. 18, 2007 and took effect on January 15. DOLE and POEA decided to revise the guidelines on direct hiring by foreign employers. This time, major labor exporting countries such as Canada, Italy and Hong Kong will be exempt from the compulsory USD 5,000 repatriation bond and the USD 3,000 performance bond.
Arturo Brion, Labor Secretary Arturo Brion said, “MC 04 stays but we are looking at exemptions because we received reports from POLOs in Italy and Hong Kong that this protection is already in place.” Brion futher emphasized that the repatriation and performance bonds would not be paid in cash, but in bonds. The Labor chief stressed that the guidelines were intended to protect Filipino workers recruited directly for overseas employment.
